State Rep. Andy Westerberg of Anoka, of Minnesota, has announced plans to introduce a bill that would legalize internet gambling on horse races.

His attempt contradicts a 1992 state Supreme Court ruling prohibiting internet gambling on horse races. According to the case judgment, betting on horse races may be conducted at authorized racetracks only.

Rep. Westerberg said that he does not plan to attempt to legalize all internet gambling; he is only interested in allowing internet gambling on horse races.

The Representative said that the gambling bill is only in the planning stages, and that he in fact does not hold the highest of hopes for its progress in the near future.

“I honestly don’t expect it to pass this year,” he said. However, he does plan to schedule a hearing in front of his committee for the internet gambling on horses proposal this year.

The idea for the gambling bill came from the findings of a study by the Minnesota Racing Commission, which found that Minnesotans do place internet bets on horse races. This bill is an attempt, said Rep. Westerberg, to keep those internet gambling dollars in the state.

A Minnesota woman has been charged with the high roller gambling - related theft of over $400,000 from Gateway Damon’s, her former employee.

Jennifer A. Rosvold, a 36 year- old former bookkeeper from Inver Grove, Minn., was arrested on Friday. She was charged with 11 counts of felony theft for stealing from her employer, who owned three Damon’s chain restaurants in the Twin Cities region.

The theft was discovered after a Damon’s manager realized that money was being stolen while Rosvold was still an employee of the restaurant chain, in charge of processing payroll and paying bills. The manager repeatedly requested access to Rosvold’s files, and was denied access time after time.

Finally, the manager asked the bank to see copies of checks, and realized that Rosvold had been writing checks to herself. An investigation by the authorities found that the former bookkeeper had written 402 unauthorized checks, totaling $403,619.09, to herself.

According to investigators, approximately $150,000 of the money was spend during high roller gambling bends at casinos in Minnesota and Wisconsin. Apparently, Rosvold had a problem with high roller gambling, and had been stealing either to cover debts incurred, or to finance more high roller gambling.

Dakota County Attorney James Backstrom said that high roller gambling was “the primary motive for this theft.”
